MATRIX METAPUZZLE

At each clue location we received a black stick in addition to the regular clue.  We received a total of 17 sticks throughout the game, plus a frame in which to keep them. Each stick was numbered 1 through 17 on the back, and contained a lengthwise series of Japanese (kanji) characters plus a number. The number was usually at the bottom of the column of characters, but not always. Stick number 1 contained only a number, no kanji. Most of the numbers were negative numbers and were extended between 1 and 3 decimal places (see matrix at end of this page).

At the final clue location, in addition to stick number 17 we also received two small green slips of paper.  On one of them was written a series of numbers (from top to bottom):

On the other was written:

17x17: ' ' = 420       '.' = 42      ',' = 43
